Bernard Jamet
Head Technology Transfer

Mr. Jamet currently works with the United Nations Environment Programme (UNEP) as Head of the Technology Transfer Unit of the Division of Technology, Industry and Economics (DTIE). Within the same organization, Mr. Jamet worked during five years on the design and implementation of public sector climate change projects eligible for financing from the Global Environmental Facility (GEF).  

Prior to this position he was the founder and director of Energy Efficiency at the European Bank for Reconstruction and Development, From 1992 – 1994 Bernard was President of AGIR Services, a consultancy specializing in urban transport and environmental issues, and an international energy efficiency consultant.  From 1985 to 1992 he was co-founder and managing director of SINERG, an energy services company which engineered and financed the retrofitting of heating systems in more than 500 schools and a large number of hospitals and public buildings as well as financing energy efficiency and co-generation investments for large industrial clients.

Mark Hopkins

Mark Hopkins is an internationally recognized expert in energy efficiency with over 30 years of experience in policy and program development.  He is leading the UN Foundation’s new initiative, Efficiency First, to secure an energy efficiency agreement as part of climate negotiations.   He is the former Executive Vice President of the Alliance to Save Energy and during a recent stint in the private sector; he helped Lockheed Martin to develop a new clean energy business model.

Nic Frances is founder, chairman and CEO of Coolnrg International, a world leader in showing how social enterprise can lead the global market agenda to address society’s big challenges like climate change and poverty.  Coolnrg focuses on cooling the globe through rapid, large scale energy efficiency and currently has offices in Australia, United Kingdom and the Unites States of America. Until recently, Nic was the Founder and Executive Chairman of the Australian company Easy Being Green, a for-profit business.  In 2005, he formed a partnership with Paul Gilding, a former head of Greenpeace International. In April 2007 Nic sold his share of Easy Being Green to Paul to establish a new company, Coolnrg International.

Pierre Langlois
President
Econoler International

Pierre Langlois has been President of Econoler and Econoler International since 1998.  He is an International ESCO expert and energy efficiency financing. Over the course of his career, he has acted as member of the board of directors for several ESCOs throughout the world and for some international organizations such as the Efficiency Valuation Organization (EVO). Pierre received an award at the Clean Technology Award 2000, given by the Climate Technology Initiative (led by the International Energy Agency) and the OECD at the Hague convention on climate changes (COP 6).


Philippine de T'Serclaes
Policy Analyst, Energy Efficiency and Environment Division
International Energy Agency

Philippine de T’Serclaes, French national, works in the Energy Efficiency and Climate Change division of the International Energy Agency (IEA) where she specializes on financing issues. Her work at the IEA includes the publication of two books and numerous papers analyzing policies and measures to overcome market barriers to energy efficiency projects—with a focus on the building sector. Her area of expertise also deals with the analysis and elaboration of financial mechanisms for clean technology projects in major emerging economies; linkages between carbon finance and energy efficiency investments; and how these feed in to post-2012 frameworks. Philippine was an expert reviewer for the IPCCC 2007. Her prior work experience includes two years as a financial analyst in Mergers & Acquisitions on emerging market at the Rothschild Bank in Paris. She worked on numerous privatization and acquisition deals in Morocco, Burkina Faso, and Romania. Philippine holds an MSc in Law & Finance from the London School of Economics, and a BA hnrs degree from McGill University.


Dr. Ashok Sarkar
Senior Energy Specialist
Energy, Transport and Water Department, World Bank

Dr. Ashok Sarkar leads the strategic efforts for scaling up EE operations in the World Bank and has over 18 years of experience in Asia, Africa, Eastern Europe, and Latin America.  Earlier, Dr. Sarkar managed energy projects for the Asian Development Bank in Manila, for USAID-India; and for RMA in Madison, Wisconsin. He has an MS in Energy Planning & Policy from AIT, and a PhD from the University of Wisconsin-Madison. He is a recognized expert on CDM, and has worked as a member of UNFCCC’s CDM Meth Panel.
