Honorable Frederick F. Butler

Mr. Butler currently serves as NARUC’s Chairman and President. He was first appointed to the New Jersey BPU in 1999. He has served on several NARUC committees, including his chairmanship of the Ad Hoc Committee on Climate Change, and the International Relations and Water committees. He currently serves on the advisory board of the Michigan State University Institute of Public Utilities, the New Mexico State University Center for Public Utilities’ Advisory Council and the advisory council to the University of Florida’s Public Utilities Research Center. Commissioner Butler received a bachelor's degree in modern languages and political science from Villanova University, and earned a master's degree in international relations from the Johns Hopkins University School of Advanced International Studies.

Tetsuya Maekawa was seconded from TEPCO to the Japan Facility Solutions Co. (JFS) as the first President and CEO in 2000. JFS is an Energy Service Company (ESCO). Since its establishment, JFS has achieved over 80 performance contracts and more than 200 energy efficiency audits. As the president and CEO of the Japan’s leading ESCO, Mr. Maekawa succeeded in making profits while reducing CO2 emissions of his customers. He has since returned to TEPCO for both domestic and overseas energy efficiency projects.

Mark Wallenrod is the Manager of Energy Efficiency Programs and Operations for Southern California Edison (SCE) where he oversees one of the largest and most successful portfolios of energy efficiency and solar programs in the world.
Mark has over 25 years experience in management and leadership positions at Edison in the regulatory, business planning, and demand side management fields. Prior to joining SCE, Mark was employed as an energy consultant for TRW and Davy Mckee Inc., and was a graduate fellow for the Solar Energy Research Institute. Mark holds a graduate degree in Energy Management and Policy from the University of Pennsylvania. |
