Rick Tempchin

Rick Tempchin is the Interim Executive Director of Retail Energy Services at the Edison Electric Institute.  EEI is the association of U.S. shareholder-owned electric companies, international affiliates, and industry associates worldwide.  EEI’s U.S. members generate approximately three-quarters of all the electricity generated by electricity companies in the country and serve about 70 percent of all ultimate customers in the U.S.A.

Rick joined EEI in 1987.  He leads industry initiatives in areas such as:  energy efficiency; demand response; electric transportation; customer and energy services; smart grid; rate case support and state regulatory affairs. 

Rick received a Master of Business Administration, Energy from the University of Denver and a Bachelor of Science, Marketing from the University of Maryland.

Joe Loper

Alliance to Save Energy

Vice President of Research and Analysis, Joe Loper has 20 years experience in energy advocacy, analysis, consulting, training, program management, and policy and program development. In his 16-year tenure with the Alliance to Save Energy, Loper has held numerous positions including director of international programs, where he managed a team of 30 Washington, D.C. and field-based staff operating in more than two dozen developing and transitional countries and oversaw more than $4 million in project funding from USAID, USDOE, UNECE, UNF, and others. He currently leads the Alliance’s Policy and Research Team of 8 people including senior lobbyists, policy analysts and researchers.

Honorable Frederick F. Butler
Chairman and President
National Association of Regulatory Utility Commissioners (NARUC)

Mr. Butler currently serves as NARUC’s Chairman and President. He was first appointed to the New Jersey BPU in 1999. He has served on several NARUC committees, including his chairmanship of the Ad Hoc Committee on Climate Change, and the International Relations and Water committees. He currently serves on the advisory board of the Michigan State University Institute of Public Utilities, the New Mexico State University Center for Public Utilities’ Advisory Council and the advisory council to the University of Florida’s Public Utilities Research Center. Commissioner Butler received a bachelor's degree in modern languages and political science from Villanova University, and earned a master's degree in international relations from the Johns Hopkins University School of Advanced International Studies.

Tokyo Electric Power Company (TEPCO)

Tetsuya Maekawa was seconded from TEPCO to the Japan Facility Solutions Co. (JFS) as the first President and CEO in 2000.  JFS is an Energy Service Company (ESCO).  Since its establishment, JFS has achieved over 80 performance contracts and more than 200 energy efficiency audits.  As the president and CEO of the Japan’s leading ESCO, Mr. Maekawa succeeded in making profits while reducing CO2 emissions of his customers. He has since returned to TEPCO for both domestic and overseas energy efficiency projects.

Peter has over 17 years of experience in the sustainability field in both the private and public sector, and is a Member of the Institute of Environmental Management and Assessment.

Mark Wallenrod

Southern California Edison

Mark Wallenrod is the Manager of Energy Efficiency Programs and Operations for Southern California Edison (SCE) where he oversees one of the largest and most successful portfolios of energy efficiency and solar programs in the world.

Mark has over 25 years experience in management and leadership positions at Edison in the regulatory, business planning, and demand side management fields. Prior to joining SCE, Mark was employed as an energy consultant for TRW and Davy Mckee Inc., and was a graduate fellow for the Solar Energy Research Institute. Mark holds a graduate degree in Energy Management and Policy from the University of Pennsylvania.
