2B: INDUSTRY & UTILITIES – Driving Energy Efficiency Economy-wide Through Public Policy

Dr. Richard Bradley
Head, Energy Efficiency and Environment Division
International Energy Agency 

Dr. Bradley is the Head of the Energy Efficiency and Environment Division at the International Energy Agency in Paris. The EED provides analytical support to the IEA Standing Group on Long Term Co-Operation and to the Annex I Experts Group on a range of issues at the interface of energy, energy efficiency, and environment policy. A particular focus of EED is international climate change policy analysis. He served from 1997-2004 as Senior Advisor for Global Change in the Office of Policy and International Affairs at the U.S. Department of Energy. In that role Bradley served as the senior departmental negotiator for international environmental agreements. He has participated in the negotiation of the U.N. Framework Convention on Climate Change and its Kyoto Protocol, and Agenda 21 of the U.N. Conference on Environment and Development. He chaired the IEA/OECD Annex I Experts Group from 1998-2002 and was Vice-Chair of the UNFCCC Expert Group on Technology Transfer in 2003.

Alan Meier is a senior scientist at Lawrence Berkeley National Laboratory. He earned his Ph.D. in Energy & Resources from UC Berkeley after completing degrees in chemistry and economics. He spent one year at Waseda University in Japan and, more recently, three years at the International Energy Agency. Alan’s research has focused on understanding how people (and machines) use energy and the opportunities to conserve.  Alan is editor of the journal, Energy and Buildings, and the magazine, Home Energy.

Honorable Michael Burgess
U.S. House of Representatives (R-TX)

U.S. Congressman Michael C. Burgess, M.D., was elected to Congress in 2002. During his first term he served on the House Transportation and Infrastructure, Government Reform and Science Committees.  Re-elected in 2004 and 2006, Rep. Burgess serves as a member of the House Energy and Commerce Committee, and four subcommittees: Health, Energy, Oversight and Investigations, and Commerce, Trade and Consumer Protection.

A resident of Lewisville, Texas, he worked as a doctor in Denton County for over 21 years before heading to Congress. Rep. Burgess has two degrees from the University of North Texas, an M.D. from the University of Texas Medical School in Houston and a Masters degree in Medical Management from the University of Texas at Dallas.


Honorable Tanja Gönner
Environmental Minister, State of Baden-Württemberg
Federal Republic of Germany

In 2004, Honorable Tanja Gönner was appointed State Social Services Minister of the State of Baden-Württemberg and is since 2005 leading the State Ministry of Environment. In addition, she is a longstanding member of the CDU (German Conservative Party) National Executive Board and of the National Committee for the Environment of the CDU Germany. Minister Gönner stands for the expansion of renewable energies, focusing on waterpower, biomass, and geothermics. Her objectives are to increase the share of renewable energies by the year 2020 to 20% of electricity generation and to 16% of heat generation. Furthermore it is important to improve the energy efficiency in all sectors, for example by using co-generation.

Minister Tanja Gönner studied Law at the University of Tübingen/Germany. In 2002 she was elected a member of the Bundestag. As member of the Committee for the Environment, Conservation and Reactor Safety, her work concentrated on environmental policy.

Jackalyne Pfannenstiel
Former Chair
California Energy Commission

Jackalyne Pfannenstiel recently completed a five-year term as Chair of the California Energy Commission to which position she was appointed by Governor Schwarzenegger.  Earlier, she had a 20-year career with Pacific Gas and Electric Company. She holds a Masters degree in economics from the University of Hartford and a BA, also in economics, from Clark University.  Ms. Pfannenstiel is on the Board of Directors of the Alliance to Save Energy and is a Trustee of Clark University.


David E. Rodgers
Director of Strategic Planning and Analysis
Office of Energy Efficiency and Renewable Energy (EERE)
U.S. Department of Energy

Mr. Rodgers has been with the U.S. Department of Energy for 19 years and has served in the Department's energy efficiency programs for buildings, industry, and transportation.  Prior to being designated Director of Strategic Planning and Analysis in February 2009, Mr. Rodgers was Deputy Assistant Secretary for Energy Efficiency.

During his career at the Department of Energy, Mr. Rodgers has experience with regulatory development, R&D management, deployment activities, partnership development, business systems, and planning and analysis.   Mr. Rodgers has received degrees in chemical engineering and computer science from Washington University in St. Louis, and a Masters degree in public management from the University of Maryland.  He is a former Presidential Management Fellow.  In the private sector, Mr. Rodgers has experience in the chemical, petroleum, and computer industries.
